Eimskip has now started collecting ICS2 required information for the European Union’s next customs control changes known as Import Control System 2 (ICS2). Beginning November 4th customs information for EU bound shipments must comply with ICS2 regulations to ensure all manifests are up to date by the final deadline for ICS2 implementation on December 4th 2024.

ICS2 reinforces customs risk and security management of goods entering or moving through Europe, requiring increased information disclosure in maritime transport. ICS2 requirements affects all businesses involved in shipping goods to or through the 27 EU member states, as well as Northern Ireland, Norway, and Switzerland.

ICS2 Requirements

Under ICS2, detailed advance cargo information must be provided before shipping to ensure that Entry Summary Declaration (ENS) can be submitted for all goods entering the EU. That includes:

  • First 6 digits of Harmonized System (HS) codes.
  • Detailed cargo description such as weight and number of items for each HS code.
  • Economic Operators Registration and Identification (EORI) number of receivers, note that the EORI number is issued by local EU Customs Authorities.

Furthermore, additional information may be required for shipping instructions based on single or multiple filing scenarios:

For Single Filing (where Eimskip files on your behalf):

  • Full information of actual buyer and seller as well as relevant EORI number for shipments to the EU, Norway, Northern Ireland or Switzerland.
  • House Bills of Lading information.

For multiple filing scenarios (where Eimskip handles part of filing):

  • Forwarders that will be doing their own filings with the EU, only need to supply the relevant HS code information listed under the ICS2 requirements above.
  • The booking party must provide Eimskip with the name of the and EORI number of the supplementary declarant performing the second part of the filing.
  • ICS2 deployment period for House Filers is December 4th 2024 to April 1st 2025. In that period Eimskip will do partial filing. Further information will be made available early next year as we work on ensuring compliance with House Level filings.
